Anyone can tell me how to unlock it?

I already have a lvl 43 character.. and I hear you can unlock it now around 31?

Requirements:
1. Be lv31
2. Go to Singang High NPC Song Eunee

Info:
1. If the quest is already completed in one character, there's no need to redo on another character
2. Items allowed in the warehouse: equipment, costumes, supplies. HOWEVER, equipment and costume must be in packed/sealed form to keep.


3. Up to 10,000,000 credits can be credited/debited.
4. First 15 slots are available. More slots can be unlocked using UM or NX cash.
