I notice that the costume is not sealed yet, so i tried to, but this comes up

So.. whats up with that ? Is the costume not tradeable afterall ?

New chars can't sell things on market (or trade) right away anymore, they will have to reach Lv35 (and probably have existed for few days?) before the restriction is lifted.
